Maharashtra is set to become the first state in India to introduce a dedicated law for blockchain-based real estate tokenization. Chief Minister Devendra Fadnavis has directed officials to draft the proposed Maharashtra Digitisation and Exchange of Land Token Assets Act. The objective behind this law is to digitize land ownership and enable property assets to be represented as blockchain-based digital tokens. A committee comprising representatives from SEBI, BSE, NSE, blockchain experts and industry professionals will prepare the draft law after studying global best practices.

The announcement was made during a meeting at the Sahyadri State Guest House on Monday. Fadnavis said in the meeting, “Maharashtra wants to take the lead in using blockchain technology to modernise the real estate sector.” According to him, tokenizing land and property could make transactions faster and more efficient.

The proposed legislation would allow land and property to exist as verifiable digital assets on a blockchain. Instead of depending entirely on traditional paper records and lengthy verification procedures, ownership details could be securely recorded on a distributed ledger while retaining legal recognition under state law.

The government believes this approach can significantly reduce the time involved in buying and selling property, verifying ownership and using real estate as collateral for bank loans. At present, these processes often require extensive paperwork, multiple approvals and long waiting periods.

Fadnavis added that many property owners are unable to fully realise the financial potential of their assets under the existing system. Tokenization, he said, could help reveal this hidden value and create new opportunities for monetization.

To ensure the legal framework is robust, the state government has asked a committee consisting of representatives from the Securities and Exchange Board of India (SEBI), Bombay Stock Exchange (BSE), National Stock Exchange (NSE), blockchain specialists and experienced professionals to study international regulations and successful tokenization models before finalising the draft legislation.

The initiative forms part of Maharashtra’s broader effort to adopt blockchain technology across public administration. Earlier this month, the state amended the Maharashtra Protection of Interest of Depositors (MPID) Act to recognise cryptocurrencies as recoverable property in financial fraud investigations.

The latest proposal shifts the focus from crypto enforcement to real-world asset infrastructure. It also comes at a time when discussions around India’s digital asset regulations are gaining momentum, with industry participants calling for clearer policies that encourage innovation and provide legal certainty for blockchain-based applications.

If enacted, the Maharashtra Digitisation and Exchange of Land Token Assets Act would establish the country’s first legal framework dedicated to blockchain-enabled land tokenization. Beyond transforming property transactions within the state, the legislation could also serve as a model for other Indian states looking to integrate blockchain technology into traditional sectors such as real estate and land administration.
