- France postponed its 2027 budget vote for the second time, with 758 amendments pending.
- Lawmakers rejected two crypto exit tax proposals targeting unrealized gains.
- A proposed €800,000 threshold for crypto holdings was included in one rejected measure.
- Reporting rules for self-custodied crypto worth €100,000 or more remain under debate.
France’s 2027 budget debate is facing delays. Lawmakers have rejected two proposals that would have taxed cryptocurrency gains. These rejections mean other crypto tax plans are now waiting for review in parliament.
The National Assembly has pushed back the vote on the revenue part of the 2027 budget for a time. The two rejected proposals were meant to introduce exit taxes on asset profits that had not yet been realized. This has left the future of crypto taxation in limbo.
The situation shows how unclear France’s fiscal approach still is when it comes to assets. Lawmakers must finish their reading of the budget by midnight on November 17. Until then, the tax rules for cryptocurrencies remain uncertain.
France Delays Budget Vote With 758 Amendments Pending
According to the National Assembly’s end-of-session notice, lawmakers will continue debating the budget’s revenue section on Tuesday. There are 758 amendments still awaiting examination.
The vote was first postponed on October 20. At that time, more than 2,000 amendments were still under consideration, according to Le Monde.
These repeated delays give lawmakers time to complete the first-reading process. If the Assembly rejects the revenue section, the government’s original budget proposal will go to the Senate. It will not include any amendments approved by lawmakers.
The result could shape the future of France’s policy. This includes policies that affect households, businesses and cryptocurrency investors.
French Lawmakers Reject Two Crypto Exit Tax Proposals
On Friday, the National Assembly rejected two proposals that sought to tax unrealized crypto gains when individuals transferred their tax residence abroad.
The first proposal, which aimed to bring crypto assets into France’s existing exit tax regime, received 27 votes in favor, 55 against, and 1 abstention.
A second proposal would have applied the tax to unrealized gains on household crypto holdings worth more than €800,000. It would have covered individuals who had been French tax residents for at least six of the preceding 10 years before moving abroad. The proposal received 31 votes in favor and 60 against.
The rejections mean these proposed exit tax measures did not advance through the Assembly’s vote. However, other cryptocurrency-related provisions remain under consideration.
