The European Central Bank is directly confronting concerns that its forthcoming digital euro could become a surveillance tool, with a top official arguing the currency will actually shield user privacy better than existing bank wire transfers. Executive board member Piero Cipollone said that technically, the Eurosystem would not be able to link individual customers to particular transactions, online or offline, reports the FT.

His comments came as the digital euro was set to clear its final legislative hurdles in order to begin a gradual rollout in 2029, alongside cash. The digital euro, which will be issued by the European Central Bank, will exist alongside cash, in order to complement it, as opposed to replacing it.

However, before diving into the details, it is important to understand what exactly the ECB is, and what it does. The European Central Bank essentially oversees the 20 states which utilize the Euro, managing interest rates, inflation, and now, developing the systems which will facilitate the digital currency, intended to revolutionalize financial payments within the Eurozone.

However, unlike private organizations which offer crypto exchange services, or payment processing, the ECB is not concerned with generating revenues, or providing services to generate income. As such, the ECB has a completely different set of priorities, when compared to traditional crypto exchanges or stablecoin providers.

Speaking in a recent interview, Cipollone drew a sharp contrast with how traditional banking works today. He pointed out that ordinary bank transfers currently expose full transaction details to every party involved in processing them, something he claims the digital euro would actually improve upon. “The digital euro guarantees the maximum level of privacy that current technology can offer,” he said, framing the project as a step forward rather than a step toward surveillance.

Cipollone’s remarks land at a moment when skepticism toward central bank digital currencies has been building steadily across Europe. Critics have argued that government-backed digital currencies could give authorities unprecedented insight into the spending patterns of their citizens.

This criticism has been advanced by groups such as Austria’s Epicenter.works which in a recent joint statement said that the privacy guarantees embedded in the design of the digital euro were in many ways based on political commitments, whose implementation could be undermined by reinterpretation or amendment, weakening their effectiveness.

Digging into the mechanics, Cipollone explained that offline transactions would function much like handing someone physical cash, visible only to the two parties directly involved and invisible to any third party, including the central bank itself. For online payments, he said banks would only be able to identify users for anti-money-laundering compliance purposes, not for general monitoring.

He also moved to calm fears that digital currency would eventually squeeze out physical banknotes altogether, citing the ECB’s ongoing public consultation on redesigning euro notes as proof cash remains firmly in the picture. “It wouldn’t make any sense to do this if it were planning to get rid of cash,” he noted.

This privacy debate isn’t confined to central bank projects alone. It is reminiscent of ongoing discussions in decentralized trading infrastructure, where hyperliquid traders have been able to secure fast, transparent on-chain execution, but inevitably face the same tension between their privacy and regulators’ desire to bring crypto into the fold that traditional finance is now grappling with; the European Parliament formally approved the regulation which would underpin the digital euro last month, securing the 2029 timeline, and the ECB’s president Christine Lagarde has repeatedly reassured citizens that cash and the digital euro will co-exist rather than one devouring the other.
