  • IBM, Oracle, Intel, and IonQ filed objections to OKX and ICE’s tokenized stock trading proposal, bringing total objectors to 26 companies as of an updated October 26 public notice.
  • Earlier objectors included Microsoft, Alphabet, Broadcom, Verizon, UnitedHealth, Goldman Sachs, Cisco, Wells Fargo, Arm, Intuit, Marvell, and Cerebras Systems.
  • The OKX-ICE proposal uses Uniswap v4 on OKX’s XLayer blockchain with stablecoin settlement and automated market makers, initially noticed to 62 companies on October 4 and October 15.
  • OKX-ICE co-chairman and former New York Governor Andrew Cuomo said the objections were expected and that companies were in a wait-and-see mode.

Technology companies IBM, Oracle, Intel, and quantum computing firm IonQ have filed objections to a proposed tokenized stock trading venue operated by cryptocurrency exchange OKX and Intercontinental Exchange subsidiary ICE, bringing the total number of company objectors to 26 as of an updated public notice filed with the Securities and Exchange Commission on October 26, 2026.

The objections were filed under the SEC’s Innovation Exemption order issued on September 17, which opened a 5-year programme for tokenized equity trading venues and required a 30-day objection window for companies whose shares would be traded.

Earlier Objectors & The Original Notification Roster

The earlier group of objectors included Microsoft, Alphabet, Broadcom, Verizon, UnitedHealth Group, Goldman Sachs, Cisco, Wells Fargo, Arm Holdings, Intuit, Marvell Technology, and AI chip startup Cerebras Systems. Of the 62 companies originally notified by OKX-ICE on October 4 and October 15, approximately 23 (about 37%) have now objected.

Three companies objecting, including Cerebras Systems, Arm Holdings, and Wells Fargo, were not on the original notification roster. The OKX-ICE platform uses Uniswap v4 smart contracts on OKX’s XLayer blockchain, settles trades in stablecoins, and employs automated market makers rather than traditional order books.

Cuomo Response & Better Markets Challenge

Andrew Cuomo, the former New York Governor who serves as co-chairman of OKX-ICE, said the objections were expected and characterized the non-objecting companies as taking a wait-and-see approach rather than endorsing the proposal. Cuomo said OKX-ICE would continue to work through the regulatory process.

On October 22, financial market regulator Better Markets made its own argument against tokenised trading venues that the SEC should not be using an exemptive order to allow such venues. It’s also questioning the innovation exemption and its ability to legitimise the exemption of notice and comment rulemaking.
