President Donald Trump has agreed to add an ethics provision to the CLARITY Act, removing a key barrier for the crypto market structure bill as it heads toward a Senate vote. Meanwhile, White House crypto adviser Patrick Witt warned that the US could fall behind, since Russia is moving forward with its own cryptocurrency laws.
The ethics provision would stop the president, vice president, members of Congress, and other federal officials from making money from digital assets while in office. Witt also said that delays in passing the CLARITY Act could let other countries influence the future of global crypto regulation.
A report says the White House, Senator Cynthia Lummis, and Senator Bernie Moreno have agreed on the ethics language after months of talks. The draft has been shared with some Senate Republicans, but the final details are still not public.
The ethics package has been the main obstacle to moving the bill forward. Trump reportedly approved it late Monday after talking with Republican senators last week. His support is expected to speed up negotiations before lawmakers leave for the August break.
The CLARITY Act would set up the first full federal rules for digital assets in the US. It also aims to clearly define what the SEC and CFTC are responsible for, which has been a source of confusion for the crypto industry for years.
Even though the revised text is not out yet, industry leaders are hopeful that the Senate could vote on the bill soon. Blockchain Association CEO Summer Mersinger said a floor vote might even happen this week if talks keep moving forward.
Supporters of the bill say clear rules are needed right away. Ripple’s Chief Legal Officer Stuart Alderoty said lawmakers should support the bill to stop bad actors from taking advantage of gaps in the rules. Coinbase Vice Chair Ryan VanGrack added that the bill would improve consumer protections, close loopholes revealed by the FTX collapse, and add safeguards against insider trading.
The prediction market Polymarket showed more optimism after Trump backed the ethics package. The platform now puts the chance of the CLARITY Act becoming law in 2026 at about 44%.
Meanwhile, the debate over crypto regulation has become more global. White House crypto adviser Patrick Witt again urged Congress to act quickly, warning that the US could lose its leadership if it keeps delaying the bill.
