ECB Seeks Merchants For Digital Euro Pilot Ahead Of Possible 2029 Launch

In anticipation of a potential retail central bank digital currency launch in 2029, the European Central Bank (ECB) is urging online and mobile retailers in the euro zone to participate in a digital euro trial. The technology, operational procedures, and user experience of a beta version of the digital euro will be tested during the 12-month pilot, which is set to start in the second half of 2027. The beta currency will resemble the planned digital euro but will not have legal-tender status.

The ECB’s latest call is focused on merchant participation because widespread acceptance would be important for any retail digital currency. Consumers need places to spend a digital euro if it is eventually introduced for everyday payments.

The pilot will involve the ECB, the 19 euro-area national central banks and selected merchants. Central bank staff will act as users during the testing process. The trial will cover several types of transactions, including online and offline transfers between individuals, in-store purchases, e-commerce payments and mobile-commerce transactions.

The ECB selected 36 banks and payment firms for the testing phase several weeks before its call for merchants. The pilot will allow the central bank and participating organisations to examine how the system works in real-world payment situations.

Merchant participation is also a commercial issue. Payment providers and retailers would need to integrate the digital euro into existing systems, while consumers would need a simple way to use it.

Isadora Arredondo, vice president of global policy at Hedera, said the commercial side could prove important. She suggested that payment service providers could potentially lower the fees charged to merchants for accepting digital-euro payments, helping encourage wider participation.

The ECB is continuing preparations even though the legislation needed to enable the digital euro has not yet been finalised. Any possible issuance in 2029 would remain subject to legislation and a separate decision by the ECB’s Governing Council.

The central bank has also been watching the growth of private dollar-backed stablecoins such as Tether’s USDT and Circle’s USDC. The ECB views their growing use as a potential challenge to Europe’s monetary autonomy.

The digital euro project is therefore being developed alongside broader changes in digital payments. While the pilot does not guarantee that the currency will launch in 2029, it is intended to give the ECB practical experience with the technology and the challenges of using a central bank digital currency in everyday commerce.

For merchants, the coming pilot offers an opportunity to test how digital-euro payments could fit into existing online, mobile and retail payment systems before any potential wider rollout.
