Nomura Group’s digital asset subsidiary Laser Digital has received Japan’s first new crypto exchange approval in four years, marking an important step for the country’s growing institutional digital-asset market. Japan’s Financial Services Agency (FSA) approved Laser Digital Japan as a crypto asset exchange service provider under the Payment Services Act. The last new platform to receive FSA approval was Binance Japan in October 2022.

The approval comes as Japan is changing the way it regulates cryptocurrencies. In July, Japan’s parliament passed amendments that will treat crypto assets more like financial assets under the Financial Instruments and Exchange Act.

The changes are expected to bring stronger oversight and introduce rules covering areas such as insider trading. They will also gradually move crypto regulation away from the Payment Services Act, where digital assets have traditionally been treated mainly as payment instruments.

For Laser Digital, the timing is significant. The company believes Japan’s crypto market is entering a more mature phase, particularly as institutional investors become increasingly interested in digital assets.

Laser Digital CEO Jez Mohideen said the market now needs trusted counterparties and infrastructure as institutional participation grows. The company plans to initially provide liquidity services to domestic virtual asset service providers before expanding its focus towards institutional clients.

Laser Digital is backed by Nomura, one of Japan’s largest financial institutions. Its entry into the regulated exchange market therefore gives the crypto sector a direct link with one of the country’s established financial groups.

The development also comes at a time when Japan is trying to bring digital assets closer to its traditional financial system. Rather than treating crypto purely as an alternative payment technology, policymakers are increasingly looking at it through the same regulatory lens used for other financial assets.

Japan’s approach has generally been known for strict oversight of crypto exchanges. That has contributed to a relatively limited number of licensed operators, but it has also created a market where regulatory compliance is considered an important part of doing business.

The new rules are expected to take effect on a date set by the Cabinet within one year of their July 23 promulgation.

The government has also signalled that it wants Japanese consumers to benefit from developments in blockchain and digital assets while maintaining stronger investor protections.

Laser Digital’s approval could therefore be more than just the arrival of another exchange. It may signal that Japan is entering a new stage in its crypto market, with large financial institutions becoming more directly involved and regulators preparing a framework that brings digital assets closer to mainstream finance.
