UNESCO, Netherlands Design AI Supervision Project

The Dutch government and the United Nations have launched a project called “Supervising AI by Competent Authorities,” aiming to establish a framework for ethical AI supervision. The project, funded by the European Commission’s Technical Support Instrument, will collect data on European countries’ AI supervision practices, resulting in a list of best practice recommendations.

UNESCO’s assistant director-general for social and human science, Gabriela Ramos, emphasizes the importance of societal discussions on AI development. She believes effective governance frameworks based on ethical and moral values are necessary for shaping the future of AI. The collected information will aid in creating future training sessions to enhance institutional capacity on AI.

UNESCO has created ethical guidelines for AI, which all member states adopted in November 2021. This follows the European Union’s AI Act, passed in June 2023, which outlines rules for AI development. The EU has also introduced an initiative for AI startups in the region, aiming to expedite access to supercomputers. Member states will now hold negotiations with parliament to finalize details.
