Even though U.S. President Donald Trump has not yet endorsed a bipartisan plan aimed at resolving the bill’s ethical disagreement, Senate Majority Leader John Thune has indicated that the Senate is anticipated to have another procedural vote on the CLARITY Act before members go for the August break. There are new concerns about whether the crypto market structure law can pass the Senate this week due to the CLARITY Act’s absence from the official Senate schedule and the ambiguity around the White House’s stance.

Speaking to reporters on Monday, Thune said the Senate still has a busy agenda before the recess and lawmakers will remain in Washington until key business is completed. Along with funding measures, nominations and Russia sanctions, he listed the crypto market structure bill among the Senate’s priorities.

Thune expressed optimism that the bill will be put to a vote, but he did not guarantee that it would get to the Senate floor at this time. He stated that the measure is still moving forward despite the short time remaining before the August 7 holiday. However, the CLARITY Act was not on the Senate’s formal floor schedule as of Monday. Instead, the chamber’s scheduled cloture vote was on a different matter, and no formal notice has yet been submitted to move the crypto legislation.

Crypto market observers believe the legislative window is narrowing rapidly. The earliest potential vote would probably occur on Friday if Senate leadership postpones filing a cloture petition until midweek, leaving almost little opportunity for any delays, according to experts tracking the Senate procedure.

Uncertainty is increased by an unresolved ethical dispute that continues to split lawmakers. According to people with knowledge of the matter, the White House has not yet responded to a bipartisan counterproposal from Senators Thom Tillis and Ruben Gallego. State attorneys general might file a lawsuit against the Department of Justice if it violates the law’s ethical standards. An earlier version that limited enforcement authority to the Justice Department had been criticized by Democrats.

The lack of agreement has also affected market expectations. Prediction markets have lowered the chances of President Trump signing the CLARITY Act into law this year, reflecting growing uncertainty over the bill’s future.
