China’s Communist Party and State Council have delivered an opinion outlining plans for a national blockchain initiative intended to encourage the country’s digital economy. The policy places blockchain together with artificial intelligence (AI) and quantum technology as part of China’s broader focus on emerging technologies and future industries.
National Blockchain Plan Joins AI & Quantum Priorities
According to a local report, the opinion contains plans for a national blockchain and highlights an action plan for artificial intelligence. It also calls attention to the development of future industries, plus quantum technology. In common, these areas secures the policy’s emphasis on technological progress as one of the key aspects of China’s economic growth.
Blockchain technology may facilitate the information infrastructure through shared records, traceable data exchanges and synchronization among participating organizations. A national initiative could possibly help advance the use of blockchain in digital economic activity. However, the report does not provide enough point to establish the proposed system’s final technical design, operating structure or application schedule.
China is making a major move into blockchain technology, and this time, the directive is coming straight from the top.
The Communist Party’s Central Committee and China’s State Council have officially called for the construction of a national blockchain network.

The described policy also puts AI and quantum technology in the same context of development. Both can be applied in different ways: AI can be used to help with processing data or decision-making, while quantum technology covers a number of areas of research and their implementation, including computing and communication. Blockchain can, in turn, ensure the infrastructure for recording and checking transactions.
Initiative Does Not Signal Crypto Policy Shift
The announcement does not, by itself, authorize that China will introduce a public cryptocurrency or relax its restrictions on cryptocurrency trading. A national blockchain initiative should not be treated as correspondent to government approval of private digital assets.
Key Implementation Questions Remain Open
Important implementation questions remain, including which government bodies will supervise the programme, how the infrastructure will be deployed, which industries will contribute and whether further technical or regulatory documents will be published.
The initiative however highlights China’s stated interest in developing blockchain alongside AI and other evolving technologies. Further official announcements will be necessary to clarify the programme’s scope, practical applications and expected rollout.
