Binance is changing the way Brazilian users make international crypto transfers after Brazil updated its foreign-exchange rules for digital assets. From November 1, users sending crypto to accounts, people or companies outside Brazil will have to provide more information about the transfer. The same will apply when users receive crypto from overseas. The new requirements cover the purpose of the transfer and details about the sender or recipient.

Binance announced the changes on October 2. The move follows Resolution BCB No. 521/2025 from Brazil’s Central Bank, which brought certain international virtual-asset transfers under the country’s foreign-exchange framework.

For withdrawals to people or organizations outside Brazil, users will need to say why they are making the transfer and identify the person or organization receiving the crypto.

For transfers of up to $50,000, users can choose from a shorter list of purposes. Larger transfers will require them to use the wider list provided by the Central Bank.

The reasons can include sending crypto to one’s own overseas account, paying for goods or services, making a donation or covering travel expenses.

There are also different requirements for users sending crypto to their own wallets. If the destination is a foreign exchange, Binance said the purpose will be filled in automatically. If the transfer is going to a self-hosted wallet, users will have to confirm that they own the wallet.

The rules will also apply when Brazilian users receive crypto from an overseas exchange or another non-resident. They will have to provide information about the sender and the reason for the transfer before the deposit can be completed.

For business accounts, Binance will also ask whether the overseas counterparty belongs to the same corporate group. Deposits can remain pending until the required information is submitted. Withdrawals cannot be made until the questionnaire has been completed. In some cases, Binance may have to return crypto to the sender if the required information is not provided.

Transfers between Brazilian residents or Brazilian platforms are not affected. There is also a limit on some international transfers. Transfers involving counterparties that are not authorized to operate in Brazil’s foreign-exchange market will generally be limited to $100,000 per transaction. Binance said that limit may later be raised to $500,000, with users being informed in advance.

Binance has stressed that these changes are separate from Brazil’s Travel Rule requirements. The exchange said those requirements will be introduced separately in phases during 2027 and 2028.

So, for Brazilian users who only move crypto within Brazil, nothing changes for now. The new procedures mainly affect transfers involving people, companies, exchanges or wallets outside the country.
