Russia’s State Duma has passed the country’s first set of rules for regulating cryptocurrencies. Most of these new regulations will start on September 1.
The law sets up rules for crypto exchanges, depositories, and other digital asset providers. It also outlines who can buy crypto and under what conditions, according to Russia’s state-owned news agency TASS.
Only organizations listed in a special registry will be allowed to run cryptocurrency exchanges. However, companies can keep operating without registration until July 1, 2027.
The new law requires banks to block transfers if they think an unapproved group is running a cryptocurrency exchange. The law also promises legal protection for people who hold digital currencies, even if they did not declare these assets before.
Retail investors can buy the most popular cryptocurrencies through licensed intermediaries, but there is a yearly limit of about $3,800 per intermediary. Qualified investors can buy any cryptocurrency without limits.
Russia’s central bank introduced the proposed rules in December to legalize and regulate cryptocurrency trading for both individuals and businesses. The new law also comes after the European Union’s biggest sanctions package against Russia in April, which targets crypto. This package includes a full ban on providers and platforms based in Russia.
“Russia is becoming increasingly reliant on cryptocurrencies for international transactions,” the EU said.
The new law covers crypto mining, the creation and movement of cryptocurrencies, and the services offered by brokers, asset managers, trading platforms, and clearing houses.
The law keeps Russia’s ban on using crypto to pay for goods and services inside the country. It also stops banks and others from advertising or promoting crypto payments.
However, there are some exceptions. Digital currencies can be used for foreign trade contracts between Russian residents and non-residents, for transactions with mined cryptocurrency, for payments required by digital asset platforms, and for settlements involving securities or other digital assets.
