Blockchain Valley@Cyberport, Chainlink, Apex Group, CSpro, and FORMS HK to facilitate the issue, distribution, and settlement of tokenized securities in Hong Kong, Cyberport has launched the Tokenized Securities Framework (TSF).
The framework, which was unveiled on Wednesday, aims to link regulated financial institutions with blockchain-based asset platforms by tackling issues like identity management, cross-chain interoperability, and compliance requirements.
The statement states that the Tokenized Securities Framework is intended to enable tokenized securities throughout their entire lifespan, including issuance, distribution, and settlement.
According to the firms who created the framework, it addresses issues like blockchain network interoperability and financial regulation compliance that have hindered institutional adoption of tokenized assets.

It’s important to note that Chainlink’s CCIP and ACE solutions are specifically intended to address the interoperability and compliance shortcomings mentioned here; this framing comes from the firms involved rather than independent study.
A number of Hong Kong-based financial and technological firms are involved in the framework.
More than 440 fintech startups are supported by Cyberport, a government-owned technology cluster in Hong Kong SAR. Participating is Apex Group, a multinational financial services firm with assets in more than 50 countries totaling more than $3.5 trillion.
Other players include CSpro, an SFC-licensed broker-dealer specializing in Tokenized Securities Offerings (TSOs), and FORMS HK, a fintech software supplier catering to Hong Kong’s banking industry.
Hong Kong’s strategy of building blockchain infrastructure alongside current financial markets is seen in the participation of licensed financial firms.
The Hong Kong framework comes after Chainlink’s infrastructure in institutional digital asset markets underwent a number of recent changes.
Chainlink’s Cross-Chain Interoperability Protocol (CCIP) was chosen earlier this month by cryptocurrency infrastructure company BitGo to facilitate the transfer of Wrapped Bitcoin (WBTC) between blockchain networks. Infrastructure supporting WBTC, a tokenized version of Bitcoin, was engaged in the relocation. The connection was intended to facilitate future tokenized asset applications and enhance cross-chain transfers.
As tokenized assets continue to rise across various blockchain ecosystems, the growth underscored the increasing need for interoperability solutions.
Traditional financial institutions are also interested in Hong Kong’s tokenization initiative.
Shinhan, a South Korean financial institution, looked into upgrading its virtual asset license earlier in 2026 in order to increase its digital asset footprint in Hong Kong. Expanding regulated digital asset trading and distribution services, especially those related to tokenized finance, was the goal of the action.
As governments like Hong Kong establish more transparent frameworks, the development mirrored larger attempts by financial institutions to enter regulated digital asset markets.
As banks, asset managers, and financial companies continue to investigate tokenization of securities, funds, and other real-world assets, the most recent framework is released.
Participants in the industry have increasingly noted that developing blockchain-based equivalents of conventional assets is not the only requirement for institutional adoption. It also encompasses safe settlement infrastructure, cross-chain interoperability, identity verification, and regulatory compliance. By integrating blockchain networks with current financial systems, the Tokenized Securities Framework seeks to meet these needs.
