Japan has expanded its sanctions against Russia by adding cryptocurrency exchange Garantex to the country’s asset-freeze list, citing the continuing war in Ukraine.

Sanctions Already Imposed By Other Jurisdictions

The new measures were announced jointly by Japan’s Ministry of Foreign Affairs, Ministry of Finance and Ministry of Economy, Trade and Industry. Under the sanctions, payments and capital transactions involving designated parties are restricted.

Garantex has previously been sanctioned by the United States, European Union and other jurisdictions over allegations that it helped Russian entities evade financial restrictions. Japan’s decision adds the Russian cryptocurrency exchange to its own sanctions framework targeting entities connected with Russia.

Shadow Fleet Vessels Also Targeted

The latest measures extend beyond Garantex. Japan has added 33 organizations and nine individuals linked to Russia to its asset-freeze list. The government has also targeted 35 vessels identified as part of Russia’s so-called “shadow fleet.”

The shadow fleet refers to vessels used to transport Russian oil and help Moscow circumvent existing sanctions. Japan’s measures include restrictions on services connected with the designated vessels, including repairs and insurance coverage.

The inclusion of Garantex is an indication that crypto-related entities are of interest in the context of financial sanctions against Russia. This means that crypto exchanges can be subject to sanctions if they are believed to facilitate the circumvention of sanctions or provide services to restricted organizations.

Japan’s move would make it similar to the U.S., EU, and other countries that have imposed sanctions on Russian crypto exchanges.

Crypto Exchanges Remain Sanctions Targets

The sanctions come as Japan continues to respond to Russia’s ongoing war in Ukraine. By targeting both financial entities and physical infrastructure such as vessels, the measures seek to restrict Russia’s ability to access international financial services and maintain trade channels that can circumvent existing restrictions.

For the cryptocurrency industry, the Garantex designation highlights the continued regulatory and sanctions risks facing exchanges and other digital-asset businesses with links to sanctioned jurisdictions.

The latest Japanese measures broaden the scope of the country’s Russia-related sanctions while placing Garantex alongside other designated organizations and individuals subject to asset restrictions.
