The Office of the Comptroller of the Currency (OCC) has granted stablecoin firm Agora preliminary conditional approval to create Agora National Trust Bank.

Agora is getting closer to running a federally chartered trust bank with a focus on digital asset infrastructure due to the OCC’s September 18 ruling.
The approval is not yet final. Agora must satisfy the regulator’s conditions and complete the remaining pre-opening requirements before the bank can begin operations.
Agora’s U.S. Bank Will Operate Alongside Bermuda Entity
Agora currently issues its AUSD stablecoin through Agora Bermuda Limited, which operates under the regulatory framework of the Bermuda Monetary Authority.
The proposed U.S. bank would create a separate federally supervised structure for Agora’s U.S. operations. The company said the OCC charter is designed to bring its stablecoin, custody and transaction infrastructure under direct federal oversight once final approval is granted.

Agora National Trust Bank is expected to support activities connected to stablecoins and digital assets, including custody and transaction services. The proposed bank would also provide fiduciary investment advisory services for institutional customers.
AUSD will continue to be issued by Agora Bermuda Limited under its existing framework during the transition. Agora has positioned the proposed bank as part of a broader financial infrastructure that combines stablecoins, banking services, wallets and payment workflows.
OCC Sees More Digital-asset Bank Applications
Agora’s approval comes as the OCC processes a growing number of applications involving digital assets. The OCC’s current application list includes Agora, Payward National Trust Company, EDX Trust, Catena Trust Bank, Bastion Platforms and several other applicants seeking national banking or trust structures for digital-asset activities.
Agora’s application was received by the OCC on April 20, 2026. The agency’s September records list Agora’s application as Corporate Decision 1393, dated September 18.
