South Korea is moving closer to launch a regulated framework for tokenized securities after the country’s Financial Services Commission proposed new rules covering securities issued and traded with distributed ledger technology.

Framework Would Cover Stocks, Bonds & Funds

The proposed framework would consent traditional financial products, including stocks, bonds and funds, to be issued and distributed in tokenized form. It would also cover certain fractional investment securities, increasing the potential use of distributed ledger technology across regulated financial markets.

The Financial Services Commission announced planned revisions to regulations under the Financial Investment Services and Capital Markets Act and the Electronic Registration Act. The changes are meant at forming a regulatory structure for securities that use distributed ledger technology while keeping them within the existing financial-market framework.

Under the proposal, tokenization would not be limited to a single asset class. Stocks, bonds and investment funds could all potentially be issued and circulated in tokenized form under the new rules.

Public Comment Period Opens October 2

The proposal is now moving through a consultation and agreement process. The public comment period is programmed to run from October 2 over November 11, 2026. Following the consultation, the proposed revisions will go through the required approval procedures. If those steps are completed, the new rules are scheduled to take effect on February 4, 2027.

The proposal represents a substantial step toward integrating tokenized assets into South Korea’s regulated financial system. Moderately than treating tokenized securities as a separate or unregulated market, the proposed rules would begin a framework under which traditional financial instruments can be represented and circulated using distributed ledger technology.

Part Of A Global Push Toward Blockchain Securities

The move also comes as financial markets globally explore the use of blockchain for securities issuance, trading and settlement. South Korea’s proposed framework focuses specifically on bringing such activity within its existing financial regulatory structure.

For investors and financial institutions, the key development is the proposed recognition of tokenized stocks, bonds and funds within the regulated securities framework. The final rules, however, will depend on the outcome of the consultation and subsequent approval process.
