Russia’s Finance Ministry has paid salaries to some of its employees in digital rubles for the first time, marking additional step in the country’s effort to participate its central bank digital currency into government financial processes.
Payments Remain Voluntary For Employees
According to a Ministry of Finance press release, the salary payments began on Thursday, October 1. Payment in digital rubles remains voluntary for Russian citizens. The ministry did not disclose how many employees participated in the first salary payments or the total amount of wages distributed through the digital currency.

The move follows earlier trials involving the use of digital rubles for federal budget spending. During trials conducted in 2025, around 16 million digital rubles, equivalent to approximately $192,245, were disbursed. The Finance Ministry said the experience from those trials provided an established payment mechanism that could now be applied to its own salary procedures.
Built On Earlier Budget Spending Trials
The digital ruble is Russia’s central bank digital currency, and its introduction into government processes is being developed conjointly by the Bank of Russia and the Ministry of Finance. The two institutions are also working on bringing the digital ruble into the broader budget process.
The latest salary payments represent a practical use of the digital ruble within a government institution rather than simply a spending trial. However, the ministry has not yet provided details on the scale of the salary programme or indicated how quickly it could expand.
Another Use Case For Russia’s Digital Currency
For Russia, the development adds another use case to the country’s digital currency project. The government has already tested digital rubles for federal budget spending, and the latest move extends those experiments into employee compensation.
The voluntary nature of digital-ruble payments means employees can choose whether to receive wages through the central bank digital currency. The Finance Ministry’s latest step nevertheless demonstrates that Russia is continuing to build operational experience around the use of its digital ruble.
