US Comptroller of the Currency Jonathan Gould has said the Office of the Comptroller of the Currency (OCC) plans to issue its final rules for implementing the GENIUS Act by November. The timetable comes ahead of the law’s scheduled January 2027 implementation and could give stablecoin issuers greater clarity over the rules governing payment stablecoins in the United States. Gould made the comments at the Wyoming Blockchain Symposium on Wednesday.

The GENIUS Act, or the Guiding and Establishing National Innovation for US Stablecoins Act, was signed into law in July 2025. It establishes a federal regulatory framework for payment stablecoins and requires several government agencies to develop rules for implementing the legislation.

The OCC is one of the key agencies involved because of its role in supervising national banks and certain stablecoin-related activities. Gould said the agency would finalise its rules after considering feedback received from the crypto industry following the release of its proposed regulations.

The OCC had published a 376-page proposal in February outlining how it would implement the GENIUS Act. The proposal was followed by a public feedback process as regulators sought views from the industry and other stakeholders.

Gould said the OCC “will have a final rule out by November” and expects the agency could begin processing applications related to stablecoin issuers in 2027.

The timing is important because the GENIUS Act is scheduled to take effect on January 18, 2027. Government agencies have been working to complete their respective regulations before that deadline.

The OCC is not working alone. The law also requires rules and regulatory action from agencies including the US Treasury Department, the Federal Deposit Insurance Corporation and the Federal Reserve Board.

Several agencies have already published proposals and collected public comments. However, final rules had not been issued by July, raising concerns about potential uncertainty for companies preparing to operate under the new stablecoin framework.

The GENIUS Act is intended to establish clearer requirements for payment stablecoins and create a more formal regulatory environment for the sector. The law is expected to affect how issuers manage reserves and operate their stablecoin businesses in the US.

For the crypto industry, the final rules will be closely watched because they will help determine how the legislation works in practice. Stablecoin companies will need to understand the specific requirements before applying for approval and expanding their operations.

Gould’s November target therefore gives the industry a clearer timeline. If the OCC meets that deadline, issuers would have several weeks to assess the final rules before the GENIUS Act becomes effective in January.

The development also comes as stablecoins continue to play a larger role in crypto trading, payments and financial markets. Clearer rules could encourage more institutions to enter the market while giving regulators greater oversight of the rapidly growing sector.
